Parts of Chelmsford are almost at a standstill this morning as traffic builds up on key arteries feeding in and out of the city.There is heavy traffic on Springfield Road, heading southbound, which comes to a head at the A1099 Victoria Road junction.There is also slow moving traffic on the A1114 Van Dieman's Road in both directions at the notoriously busy Army and Navy roundabout.More to follow.
